It is the HS code — and it quietly governs over 98% of all merchandise in world trade. Get it right and your shipment clears customs, your duty is correct, and your product is discoverable in trade data. Get it wrong and you face delays, penalties, or a misclassification that costs you real money.

What is the Harmonized System?
The Harmonized Commodity Description and Coding System — the HS, or "harmonized system code" — is an international nomenclature for classifying traded goods. It is developed and maintained by the World Customs Organization (WCO) in Brussels, and it is the closest thing global trade has to a universal language for products.
The numbers are striking. Per the WCO, the HS "comprises more than 5,000 commodity groups, each identified by a six digit code," is "used by more than 200 countries and economies," and classifies "over 98% of the merchandise in international trade." It underpins customs tariffs, trade statistics, rules of origin, and trade negotiations almost everywhere on earth. The US government's own trade.gov HS reference describes it in the same terms.
The first six digits of an HS code mean exactly the same thing in 200+ countries. That is what makes global trade data searchable — one code cuts cleanly across every market.
Crucially, the HS is not static. The WCO revises it roughly every five to six years to keep pace with new products and trade patterns. The current version is the HS 2022 edition, which entered into force on 1 January 2022 with 351 sets of amendments. The next revision, HS 2027, has been finalised by the WCO and is scheduled to take effect on 1 January 2027 — worth tracking if your products sit near a boundary that may move.
How an HS code is structured
An HS code reads left to right, broad to specific. The globally standardised part is six digits, built in three layers:

The HS 2022 edition organises everything into 21 sections and 96 chapters (numbered up to 97; chapters 98 and 99 are reserved for national use), subdivided into 1,228 headings and 5,612 six-digit subheadings, per the Harmonized System reference. That is the entire physical-goods economy, indexed.

The deeper you go, the more precisely a product is pinned down — and the more confident a customs officer (or a trade-data search) can be about exactly what was shipped.
Where the digits stop being global
Past six digits, countries take over. They append two, four, or more digits to capture detail they care about for duty rates and statistics — but the first six always match. The big national systems:
- India — ITC-HS (8-digit). The Indian Trade Classification adds two digits to the global six. It is maintained by the Directorate General of Foreign Trade (DGFT) and split into Schedule 1 (imports) and Schedule 2 (exports), spanning 21 sections and 98 chapters.
- United States — HTS (10-digit) for imports. The Harmonized Tariff Schedule, administered by the US International Trade Commission, extends to ten digits — roughly 19,000 codes determining import duty.
- United States — Schedule B (10-digit) for exports. Maintained by the US Census Bureau, Schedule B is the export counterpart (~9,000 codes). Its first six digits equal the HTS and the global HS; only the trailing detail differs.
So a German importer, an Indian exporter and a US broker all see the same product through the same six-digit lens — then layer their own national tail on top.
Worked examples: real products, real codes
Three everyday products, with their globally valid six-digit subheadings:
- Turmeric → 0910.30. Chapter 09 (spices) → heading 0910 (ginger, saffron, turmeric) → subheading 0910.30 (turmeric / curcuma). India is the world's dominant turmeric exporter, so this is one of the most-watched spice codes in trade data — see our turmeric export data and buyers guide.
- Smartphones → 8517.13. Chapter 85 (electrical machinery) → heading 8517 (telephone sets and communication apparatus) → subheading 8517.13 (smartphones). This subheading is itself a product of HS evolution — smartphones got their own dedicated code in the HS 2022 edition, having previously been lumped in with other phones. How to find your product's HS code
You do not have to memorise the nomenclature. A reliable workflow:
- Start with the chapter logic. Identify the broad category — raw material, foodstuff, machinery, textile, chemical — and you have narrowed 96 chapters to one. Read the section and chapter notes; the HS is governed by legal "General Rules of Interpretation," and notes often decide borderline cases.
- Use an official lookup tool. For the US, the USITC HTS Search (imports) and the Census Schedule B Search Engine (exports) keyword-search down to the full code. India exporters can use the DGFT ITC-HS policy lookup.
- Cross-check against real trade. Pull actual shipment records for similar products and see which codes peers declare — if every exporter of your product uses one subheading, that is a strong signal.
- For high duty stakes, get a binding ruling. Customs authorities issue advance/binding classification rulings, removing the guesswork on a code that drives your tariff.
